On October 21st, 2019, Binh Dinh province and Izumisano city (Osaka province, Japan) established a local cooperation relationship. As part of a series of activities to celebrate the 50th anniversary of the establishment of diplomatic relations between Vietnam and Japan (September 21st, 1973 - September 21st, 2023), Izumisano City has sent an invitation to 01 athlete to attend the KIX Senshu International Marathon to take place on February 12th, 2023 in Japan.
In 2019, the Provincial People's Committee and Izumisano City signed an agreement to establish a relationship of friendship and comprehensive cooperation for mutual understanding, friendship and common prosperity. According to the signed MOU, the two sides make joint efforts for the development of exchanges and cooperation in the fields of administration, culture, tourism, training, economy, and other fields based on the principles of equality, mutual respect and conformity with the laws of Vietnam and Japan. The two sides strengthen and deepen mutual understanding, for the sake of friendship and prosperity... However, in 2021, due to the influence of the Covid-19 pandemic, face-to-face exchanges and visits between the two sides face many difficulties.
By the end of 2022, when the Covid-19 pandemic situation is under control, cooperation and friendship activities will gradually resume. Accordingly, the two sides agreed to carry out several friendship activities in the coming time, such as: Sending officials from Izumisano city to work in Binh Dinh; Exchange of children's drawings at primary school level; Friendly sports exchanges… The invitation for the Binh Dinh athlete to attend the KIX Senshu International Marathon is one of those activities.
The Senshu area consists of 9 cities and 4 towns in the southern part of Osaka Province, Japan. The first Senshu International Marathon was held to commemorate the opening of Kansai International Airport in 1994. The marathon starts at Hamadera Park, enters Sakai, and then goes to Rinku Park in Izumisano City. This year's congress attracted more than 5,000 athletes, from China, Mongolia, Uganda, Brazil, and Vietnam, including some guest athletes from provinces which are signed MOU with Izumisano City. The athletes competed in 2 events: Marathon (42,195 km) and Challenge run (20,4 km).

Amateur athletes of Binh Dinh province sent to participate (Currently working at Bank for Investment and Development of Vietnam - Quy Nhon Branch) has won the women's 10 km race at the National Marathon and Long-Distance Championships at the Tien Phong newspaper held in Con Dao in 2022. However, this was her first time participating in a marathon, so she had to spend a lot of time practicing more. She also said that she was encouraged by relatives, friends, and bank’s leaders before coming to Japan to represent Binh Dinh province.

Having to compete in regular weather at only 4 degrees Celsius and strict Covid-19 control caused many difficulties for Pham Thi Hoc. However, with effort, she finished the registered distance after 4 hours and 15 minutes. She said: “The organization of the tournament great, with professional volunteers, especially, the people here love sports, so they poured out on both sides of the road to cheer enthusiastically. Many students danced and cheered; the drum beat excitedly for athletes. On the way, I also heard the cheers "Hello, fighting" in Vietnamese, helping to dispel fatigue to continue conquering the remaining distance. Besides participating in the running race, I also learned and got acquainted with Japanese culture such as drinking tea, wearing kimono, listening to the piano... These are special and unforgettable experiences in my life.”

It is expected that at the end of March, the friendly volleyball team of Izumisano city will come to Binh Dinh province to exchange and continue a series of activities on the 50th anniversary of the establishment of diplomatic relations between Vietnam and Japan, in both Binh Dinh province and Japanese partners.
