National Online Conference On Reviewing Foreign Non-Governmental Work in 2022

On the afternoon of 14th March 2023, in Hanoi, the Committee for Foreign Non-Governmental Organization Affairs (COMINGO) organized the national online conference on reviewing foreign non-governmental work with 63 bridge points of the provinces/cities. The conference was chaired by Mr. Ha Kim Ngoc - Deputy Minister of Foreign Affairs, Chairman of COMINGO and Mr. Phan Anh Son - Vice President, Secretary of the Vietnam Union of Friendship Organizations. Mr. Nguyen Thai Binh - Director of Binh Dinh Department of Foreign Affairs, members of the Provincial Committee for Foreign Non-Governmental Organization Affairs and leaders of relevant agencies attended at the bridge point of Binh Dinh province.

At the conference, Mr. Nguyen Ngoc Hung - Head of People’s Aid Coordinating Committee stated the summary report on the foreign non-governmental work in 2022 and the directions for 2023. According to the 2022 report, 388 international non-governmental organizations (INGO) had been operating regularly in Vietnam (148 INGOs from Europe, 118 INGOs from Asia-Pacific, 122 INGOs from North America) with the total funding of 223,7 million USD, disbursement rate reached 77,1% of the commitment. The foreign non-governmental organizations’ activities focused on the main fields such as: Health, Education and Training, Natural Resources and Environment, Socio-economic Development, Social Issues Resolution, so on…The localities in the North and North Central regions have the highest number of projects and aid values. The INGO’s projects and non-projects are very meaningful in the people's daily life, especially in the difficult provinces where storms, floods happened frequently. In 2023, most of INGOs are committed to continue their implementation of programs and projects according to Vietnam's needs, closely coordinate with the Central ministries, agencies and provinces in the projects implementation and strictly comply with Vietnamese laws.

The representatives of 7 ministries, agencies and 5 provinces (including Cao Bang, Quang Tri, Quang Nam, Ca Mau, Binh Dinh) shared information on INGO work in 2022 and gave recommendations to improve the efficiency of this work in 2023, especially in the areas of information exchange, connection, training, improvement of legal documents and database, so on...

Giving a directing statement at the conference, Mr. Ha Kim Ngoc - Deputy Minister of Foreign Affairs, Chairman of COMINGO highly appreciated the efforts of Central ministries, agencies, provinces in INGO work in 2022 as well as agreed with the opinions of Central ministries, agencies, provinces, and assign the Standing Agency of COMINGO to implement. Referring the directions and tasks in 2023, Mr. Ha Kim Ngoc requested the Central ministries, agencies, provinces to continue strictly realizing the Party’s and State’s policies on the INGO work; to strengthen the application of information technology in the INGO; to promote the role of connecting, sharing information, to boost the inspection and supervision of INGO projects in order to closely control the aid cash; to effectively implement the National Program on strengthening cooperation and INGO aids mobilization in the period of 2019 - 2025, so on…
