SEAFF/SFL and AFD of France pay a working visit to Binh Dinh province
On the morning of April 18th, 2023, at the headquarters of Binh Dinh Provincial People's Committee, Mr. Pham Anh Tuan, Chairman of the Provincial People's Committee received the delegation of Syndicat Eau & Assainissement De Fontoy-Vallée De La Fensch (SEAFF)/Syndicat Mixte De Production D'eau Fensch-Lorraine (SFL) and the Agence Française de Développement (AFD) of France to launch the implementation of the project on survey of the wastewater collection and treatment system, development of the plan to implement the priority projects and seeking fund for the project in An Nhon town, with a vision to 2040 (referred to as the Ficol project). The meeting was also attended by the members of the Steering Committee for the implementation of the Local Cooperation Framework Agreement between the People's Committee of Binh Dinh Province and SEAFF/SFL of France and the leaders of a number of departments and agencies of the province and the People's Committee of An Nhon town.

Speaking at the meeting, Mr. Daniel Matergia, President of SEAFF/SFL of France said that in March 2022, AFD officially awarded SEAFF/SFL a grant accounting for over 60% of total study cost of the project. The survey for construction of a wastewater collection and treatment system in An Nhon town lasts about 18 months, divided into 3 phases. After conducting surveys of the existing situation of wastewater collection and treatment in An Nhon town, the consultant will prepare a master plan on the wastewater collection and treatment system and make a preliminary pre-project study for the priority infrastructures…
On AFD’s side, Ms. Anne de Soucy, director in charge of cooperation activities said that the Ficol project was one of the four projects receiving funding from AFD. This project belongs to the Viet Nam - France Local Cooperation Program which includes many complementary projects to bring benefits to the parties. The launch of the Ficol project in 2023 is also one of the activities to celebrate the 50th anniversary of the establishment of diplomatic relations between Viet Nam and France.
Speaking at the meeting, Mr. Pham Anh Tuan, Chairman of the Provincial People's Committee expressed his pleasure to meet and work with the delegation of SEAFF/SFL and AFD of France in Binh Dinh province. He said that besides focusing on socio-economic development, Binh Dinh province had paid its special attention to environmental protection in general and wastewater treatment in particular to improve the local people's quality of life. The fact that Binh Dinh province together with SEAFF/SFL and AFD launches the Ficol project will help Binh Dinh province in general and An Nhon town in particular solve many important issues, contributing to the turning of An Nhon town into city by 2025 as oriented. In addition, Chairman of the Provincial People's Committee Pham Anh Tuan said that Binh Dinh province had 11 district-level localities; however, only Quy Nhon city initially had a wastewater collection and treatment system and the remaining 10 localities had not had yet, so he suggested that SEAFF/SFL and the French consultant together with the Provincial Steering Committee for project implementation coordinate in the site survey and offer the best ideas, solutions to collect and treat wastewater in An Nhon town, and that SEAFF/SFL and AFD with rich experience gained in project implementation in An Nhon town continue to study and support Binh Dinh province in implementing the wastewater collection and treatment projects in Hoai Nhon town and Tay Son district because An Nhon town, Hoai Nhon town and Tay Son district were the 3 localities of Binh Dinh province having been named by the Ministry of Planning and Investment in the list of the localities seeking capital sources for the implementation of the wastewater collection and treatment projects.
The Ficol project includes 3 components: Component 1: Study and survey of the drainage and wastewater treatment system in An Nhon town; component 2: Preparing master plan; the drainage, wastewater collection and treatment plan, and the preliminary pre-project study for the priority wastewater treatment facilities; and component 3: Seeking financial resources for the project.
