At the Conference, Vice Chairman of the National Assembly Nguyen Duc Hai said, about 1/3 of countries around the world were suffering from water shortages. It was predicted that by 2025 this number would increase to 2/3 with about 35% world's population would be in a serious water shortage.

In some countries, the amount of water per capita was decreasing significantly. Therefore, water concerns were not a problem of just a few countries but a global problem, becoming a water security issue, one of the major non-traditional security challenges facing humanity today, and it was a topic at many international forums.
