Due to the COVID-19 pandemic, the review and evaluation of the cooperation results achieved in the 2016-2020 period and the signing of Memoranda of Understanding for the 2021-2025 period between Binh Dinh province and the Southern provinces of Laos have not yet been made, which has caused impacts on cooperation in the field of education and training between the two sides. However, as suggested by the functional agencies of Binh Dinh province and based on the actual needs, the Southern provinces of Laos asked in writing Binh Dinh province to continue granting scholarships which start from the school year 2021-2022 to their students. Based on the suggestion made by the Southern provinces of Laos and proposed by the Department of Foreign Affairs, Binh Dinh Provincial People's Committee issued official Letter Ref. 5000/UBND-NC dated August 13th, 2021 saying it agreed to provide scholarships starting from the academic year 2021-2022 for the students and cadres of 04 Southern provinces of Laos with the same number of scholarships as stipulated in the Memoranda of Understanding between Binh Dinh province and 04 Southern provinces of Laos provinces for the 2016-2021 period. The total number of scholarship awardees is 20 students to study at Quy Nhon University (18 undergraduates and 02 masters), 20 students to attend the vocational training course from the intermediate professional education diploma level to the degree of associate level and 04 teachers to attend the training course at Quy Nhon College of Engineering and Technology.
Quy Nhon University, Quy Nhon College of Engineering and Technology and the agencies of the province are coordinating with the Southern provinces of Laos to announce the enrollment of the Laotian students who are eligible for the scholarships granted by Binh Dinh province for the school year 2021-2022 and arrange to receive the students in accordance with the requirements for COVID-19 prevention and control.
As known, there are 115 students of the Southern provinces of Laos studying in Binh Dinh province, of which 93 students are studying at Quy Nhon University. In early August, Binh Dinh Provincial People's Committee decided to provide these 93 students with scholarship funding (the first time) of more than VND 03 billion.
