Implementation of foreign non-governmental programs, projects, non-project items in Binh Dinh province
As of 15th August 2021, there are a total number of 15 programs, projects and non-project items funded by the foreign individuals and organizations, with the total committed budget of USD 5,088,864 implemented in the province. Among them, there are 09 programs, projects and non-project items implemented by the non-governmental organizations as follows: “Scholarship Program to Develop Education and Skills’’ for the 2020-2021 period funded by PALS with an amount of USD 95,020; “PN Vietnam Scholarship Program for Underprivileged Students in Binh Dinh Province” funded by PN with an amount of USD 167,400; “Assisting with the Construction of Houses and Provision of Cows for the Poor People with Disabilities” funded by ACI with an amount of USD 14,025; “Granting Scholarships to the Pupils of Phuoc Hung Secondary School” funded by SOMI with an amount of USD 10,940; “Assisting with the Surgery for the Children suffering from Congenital Heart Disease” funded by VCF with an amount of USD 12,253; Community-Based Diabetic Retinopathy Early Detection in Binh Dinh Province” funded by FHF with an amount of USD 418,555; “Improving Education in Binh Dinh Province” funded by KVPF with an amount of USD 103,343; “Hold My Hand” and “Providing Assistance to the People with Disabilities” funded by USAID through CRS and IC with an amount of USD 3,154,675. The remaining six programs, projects and non-project items related to the assistance of capacity enhancement for Quy Nhon University’s teachers and the children victims of agent orange/dioxin in Phu Cat district are funded by the foreign individuals and international organizations.

In general, the projects owners and the financing partners have put their great efforts into the implementation of the programs, projects and non-project items such as the selection of the contractors, supply of devices, survey, preparation of the lists of the beneficiaries as scheduled. However, with the complicated outbreak of the COVID-19 pandemic in the province, the progress of implementing many activities including the implementation of the above-said programs, projects and non-project items are being slowed down for many reasons to ensure the requirements for social distancing, not gathering in large numbers as required. Among the programs, projects and non-project items, the implementation progress of the “Improving Education in Binh Dinh Province” programme, “Assisting with the Construction of Houses and Provision of Cows for the Poor People with Disabilities” and the projects in the field of health will be certainly behind schedule compared to the plan because they are being implemented in the areas with social distancing imposed. Only some programs, projects and non-project items can be achieved as planned such as “Scholarship Program to Develop Education and Skills’’ for the 2020-2021 period; “PN Vietnam Scholarship Program for Underprivileged Students in Binh Dinh Province”; “Granting Scholarships to the Pupils of Phuoc Hung Secondary School” and “Hold My Hand” project for the 2019-2021 period because they mainly provide financial assistance, so not being affected by the COVID-19 pandemic. These projects have helped 270 pupils, students whose families are poor to continue to go to school, to be equipped with necessary life skills and to raise awareness about the future career opportunities; over 200 people with disabilities to get the health care services at home so that they can improve their lives and integrate into the community. In addition, the projects have contributed to the enhancement of the medical staff’s capacity and supplied the equipment to 10 rehabilitation units at the district and provincial levels, creating the conditions to promote and develop the sustainable rehabilitation models in the province and to improve the health care services for the people with disabilities, especially those with severe disabilities.

In the coming time, with the forceful measures to curb and control the COVID-19 pandemic to be taken by the authorities at levels in the province, the ongoing programs, projects and non-project items will continue to be implemented as planned. These programs and projects, after completed and put into use, will contribute to the improvement of the quality of medical examination and treatment, teaching and learning; to the increase of income, bringing the practical benefits to the poor households, the families in difficult circumstances and the disabled, the vulnerable people to help them improve their life and be confident to early integrate into the community.
