Strengthen economic diplomacy in country industrialization and modernization

In the context of promoting international integration, the local foreign affairs have received more attention and (have) made many contributions to the foreign affairs of the whole country. Before the outbreak of the COVID-19 pandemic, Binh Dinh province sent many delegations to other countries and territories around the world and received many working visits paid by the foreign delegations, including the diplomatic ones for various purposes such as strengthening cooperation, seeking investment opportunities, expanding the consumption markets, implementing the ongoing programmes and projects, promoting investment, trade and tourism, etc…

The economic diplomacy activities in the past time have achieved important initial results such as the effective implementation of the cooperation programmes with the foreign partners including 04 Southern provinces of Laos (Attapue, Champasak, Salavan and Sekong), Izumisano city (Japan), Japan-Vietnam Friendship Association in Sakai (Japan), Yongsan-gu (Republic of Korea), etc. The province has had trade relationships with 156 countries and territories. The total export turnover in the 2011-2020 period reaches USD 7,234 million, an average annual increase of 9.5%. The number of turns of enterprises exporting their products increased over the years (197 turns of enterprises in 2011, 237 turns of enterprises in 2015 and 305 turns of enterprises in 2020). The total import turnover in the same period is USD 2,852 million, an average annual increase of 9.2%. As of July 2021, the province has attracted a total number of 87 foreign direct investment (FDI) projects with a total registered capital of more than USD 01 billion by the investors from more than 21 countries and territories in the world. Most of the FDI projects in the province, typically the afforestation project (Japan), the whiteleg shrimp seed production and trading project (Australia), the injection-infusion production project (Germany), the weaving-dyeing-sewing project (Israel), high-tech pig raising project (Singapore), etc. have been effectively implemented, which has contributed to the promotion of the local socio-economic development. Mobilization of foreign non-governmental aid in the 2011-2020 period also achieved a lot of results, with 278 programmes, projects and non-project aid items with a total disbursed amount of more than USD 17,2 million. In April 2021, Binh Dinh province held a conference on evaluation of the 10-year (2011-2020) results of foreign non-governmental aid mobilization and proposed breakthrough measures to further improve the mobilization and effective use of foreign non-governmental aid in the coming time. As of July 2021, in the province, there are 15 ongoing foreign non-governmental aid programmes, projects and non-project items with a total committed value of more than USD 05 million. In addition, with more than 10,000 people living, working and studying in many countries and territories around the world, this is an important resource, so the province has regularly kept contact, provided them with the information and asked them for help, for example: Prof. Tran Thanh Van and his wife, Prof. Le Kim Ngoc (France) awarded many Udon Vallet scholarships to the pupils and students of the province; Assoc. Prof. Dr. Nguyen Chi Nghia, lecturer at Aomori Chuo Gakuin University (Japan) provided support in bringing many students of the province to study in Japan; Ms. Suong Pham Glauser (Switzerland) raised funds to help the disadvantaged in the province. The province has also attracted 06 FDI projects invested by the overseas Vietnamese with a total registered capital of nearly USD 32.4 million, etc., contributing to poverty alleviation, security assurance and socio-economic development.

To promote the above-mentioned results and the economic diplomacy in the coming time, it is needed to continue focusing highly on mobilizing, synthesizing resources and skillfully combining political diplomacy, cultural diplomacy and economic diplomacy; take full advantage of the conditions to consolidate and expand the international economic relations and attract the external resources for the socio-economic development. To achieve such a goal, the agencies, units and localities in the province need to well perform the main tasks and measures as follows:

- Effectively implement the human resource development programme with the focus put on training human resources for industrialization, modernization and international economic integration.

- Promote the administrative reform and improve the effectiveness and efficiency of state management with the focus on reviewing and making recommendations for amendments, supplements and improvement of the mechanisms, policies and legal system on customs and the regulations to meet the requirements of the free trade agreements; continue to review and complete the regulations of the province in line with the international practices and trade commitments participated by Vietnam; create a favorable investment and business environment and ensure that the project investors must strictly comply with the contents of the investment certificates granted.

- Enhance the competitiveness of the enterprises by restructuring the sectors and products, focusing on large-scale production of competitive products; promote trade, seek partners and expand the markets; increase application of science and technology in production of goods, especially the ones for export, meeting the requirements for quality, food hygiene and safety and the international standards; create the mechanisms and policies to encourage and help the businesses to develop and join e-commerce exchanges and connect with the strong e-commerce exchanges in the world.

- Continue to promote investment, trade and develop the markets by helping the enterprises participate in the fairs of large scale and quality in the important export markets and the potential ones, and at the same time combine investment promotion with trade promotion, associated with the external activities of the province.

- Well implement the import management measures; check and ensure the quality and standards of the imported goods; and complete the regulations and standards for the goods, equipment and technologies to be imported.

- Strengthen linkages between the businesses and the farmers and among the businesses to promote the strengths of each business in the supply chain of export goods, sharing resources, labor, capital, technologies, etc. and well promote the representative role of the domestic and foreign business associations.
