Since the outbreak of the COVID-19 pandemic, especially from the beginning of 2021 until now, it has not only caused the great impact on the economy but also on the people’s lives, activities and health in the world. In Vietnam, some localities such as Ho Chi Minh City, Ha Noi, Da Nang, Binh Duong, etc. have been applying the strongest measures of isolation and social distancing such as "everyone stays in one place", "everyone stays at his/her own house", "everyone is not allowed to go out for 07-15 days", etc. In Binh Dinh province, although the situation is a little bit better, it is stressful: the number of deaths has reached 5 (as of August 20th, 2021); the number of localities (communes) which have been following Directive 16/CT-TTg of the Prime Minister is increasing; the State agencies, political and social organizations are taking measures to strengthen medical declaration, reducing the number of meetings and the number of people working daily at the office not exceeding 50% to ensure the requirements for social distancing and prevention of the COVID-19 pandemic.

The People's Committee of Binh Dinh province has just issued official Letter Ref. 5000/UBND-NC dated August 13th, 2021 saying it agreed to grant scholarships for the academic year 2021-2022 to the students and cadres of 04 Southern provinces of Laos (Attapu, Champasak, Salavan and Sekong) to study at Quy Nhon University and Quy Nhon College of Engineering and Technology.

In the context of promoting international integration, the local foreign affairs have received more attention and (have) made many contributions to the foreign affairs of the whole country. Before the outbreak of the COVID-19 pandemic, Binh Dinh province sent many delegations to other countries and territories around the world and received many working visits paid by the foreign delegations, including the diplomatic ones for various purposes such as strengthening cooperation, seeking investment opportunities, expanding the consumption markets, implementing the ongoing programmes and projects, promoting investment, trade and tourism, etc…

Existing situation and proposed measures to manage foreign direct investment enterprises in Binh Dinh province

Binh Dinh province has attracted 87 foreign direct investment (FDI) enterprises, with a total registered capital of about USD 1.02 billion (38 enterprises have investment projects in Nhon Hoi economic zone and industrial parks, with a total registered capital of about USD 743 million and 49 enterprises have projects outside Nhon Hoi Economic Zone and industrial parks, with a total amount of about USD 272 million) of the foreign investors from 21 countries and territories such as Japan, Republic of Korea, Thailand, Germany, China, the United States, France, Singapore, etc. Most of the enterprises are small and medium-sized ones, with an average capital of about USD 12 million per enterprise. The biggest one is Viet My hotel and tourism Co.,Ltd (USA) with the total registered investment capital of USD 250 million (not yet in operation) and the smallest ones are V&J Human Resource Co., Ltd (Japan) and V&J Human Resource School Co., Ltd (Japan), with the total registered capital of USD 30 thousand each.

In the context of the world and Vietnam in difficulties due to the impact of the Covid-19 pandemic, Binh Dinh province has put great efforts into attracting investment, especially foreign direct investment (FDI). In the first half of 2021, despite not being able to carry out the investment promotion activities abroad, thanks to the regular and active introduction of the potential and advantages of the province to the domestic and foreign partners, especially the flexible joint efforts of Binh Dinh Provincial People's Committee and Becamex IDC Corporation in holding a number of online seminars on investment opportunities for the Korean and US businesses, drawing the attendance of many investors, Binh Dinh province attracted 03 FDI projects with a total registered capital of USD 40.342 million as follows:

On June 30th, the Ministry of Foreign Affairs held a semi-online scientific seminar with the theme "Promote the pioneering role of foreign affairs, strengthen the comprehensive and modern diplomacy, and successfully implement the Resolution of the 13th Party Congress". The seminar was attended by the former leaders of the Party and State, representatives of the ministries and agencies, Vietnamese representative missions abroad, provinces and cities, researchers and businesses. It is a forum for discussion of the measures to effectively implement the foreign policy identified by the 13th Party Congress.
