COVID-19 and its impact on province’s external activities

Since the outbreak of the COVID-19 pandemic, especially from the beginning of 2021 until now, it has not only caused the great impact on the economy but also on the people’s lives, activities and health in the world. In Vietnam, some localities such as Ho Chi Minh City, Ha Noi, Da Nang, Binh Duong, etc. have been applying the strongest measures of isolation and social distancing such as "everyone stays in one place", "everyone stays at his/her own house", "everyone is not allowed to go out for 07-15 days", etc. In Binh Dinh province, although the situation is a little bit better, it is stressful: the number of deaths has reached 5 (as of August 20th, 2021); the number of localities (communes) which have been following Directive 16/CT-TTg of the Prime Minister is increasing; the State agencies, political and social organizations are taking measures to strengthen medical declaration, reducing the number of meetings and the number of people working daily at the office not exceeding 50% to ensure the requirements for social distancing and prevention of the COVID-19 pandemic.

Binh Dinh continues granting scholarships to students of Southern provinces of Laos

The People's Committee of Binh Dinh province has just issued official Letter Ref. 5000/UBND-NC dated August 13th, 2021 saying it agreed to grant scholarships for the academic year 2021-2022 to the students and cadres of 04 Southern provinces of Laos (Attapu, Champasak, Salavan and Sekong) to study at Quy Nhon University and Quy Nhon College of Engineering and Technology.

Strengthen economic diplomacy in country industrialization and modernization

In the context of promoting international integration, the local foreign affairs have received more attention and (have) made many contributions to the foreign affairs of the whole country. Before the outbreak of the COVID-19 pandemic, Binh Dinh province sent many delegations to other countries and territories around the world and received many working visits paid by the foreign delegations, including the diplomatic ones for various purposes such as strengthening cooperation, seeking investment opportunities, expanding the consumption markets, implementing the ongoing programmes and projects, promoting investment, trade and tourism, etc…

Existing situation and proposed measures to manage foreign direct investment enterprises in Binh Dinh province

Binh Dinh province has attracted 87 foreign direct investment (FDI) enterprises, with a total registered capital of about USD 1.02 billion (38 enterprises have investment projects in Nhon Hoi economic zone and industrial parks, with a total registered capital of about USD 743 million and 49 enterprises have projects outside Nhon Hoi Economic Zone and industrial parks, with a total amount of about USD 272 million) of the foreign investors from 21 countries and territories such as Japan, Republic of Korea, Thailand, Germany, China, the United States, France, Singapore, etc. Most of the enterprises are small and medium-sized ones, with an average capital of about USD 12 million per enterprise. The biggest one is Viet My hotel and tourism Co.,Ltd (USA) with the total registered investment capital of USD 250 million (not yet in operation) and the smallest ones are V&J Human Resource Co., Ltd (Japan) and V&J Human Resource School Co., Ltd (Japan), with the total registered capital of USD 30 thousand each.

Binh Dinh attracts 03 FDI projects amid Covid-19 pandemic

In the context of the world and Vietnam in difficulties due to the impact of the Covid-19 pandemic, Binh Dinh province has put great efforts into attracting investment, especially foreign direct investment (FDI). In the first half of 2021, despite not being able to carry out the investment promotion activities abroad, thanks to the regular and active introduction of the potential and advantages of the province to the domestic and foreign partners, especially the flexible joint efforts of Binh Dinh Provincial People's Committee and Becamex IDC Corporation in holding a number of online seminars on investment opportunities for the Korean and US businesses, drawing the attendance of many investors, Binh Dinh province attracted 03 FDI projects with a total registered capital of USD 40.342 million as follows:

Promote pioneering role of foreign affairs

On June 30th, the Ministry of Foreign Affairs held a semi-online scientific seminar with the theme "Promote the pioneering role of foreign affairs, strengthen the comprehensive and modern diplomacy, and successfully implement the Resolution of the 13th Party Congress". The seminar was attended by the former leaders of the Party and State, representatives of the ministries and agencies, Vietnamese representative missions abroad, provinces and cities, researchers and businesses. It is a forum for discussion of the measures to effectively implement the foreign policy identified by the 13th Party Congress.

Non-Governmental Tasks in first half of 2021

In the first six months of 2021, Binh Dinh province received and implemented 19 projects and non-project aid items with the total disbursed amount of USD 983,467 (approximately VND 22,43 billion).

Binh Dinh to hold Korean Investment Promotion Conference in early August, 2021

To promote introduction of the potential and strengths of the province to the Korean investors and partners; create a new step in attracting foreign direct investment from the Korean businesses, contributing to the development of the strategic partnership between Vietnam and the Republic of Korean in general and Binh Dinh province in particular and as agreed with H.E. Mr. Park Noh-wan, Korean Ambassador Extraordinary and Plenipotentiary to Vietnam in his visit to Binh Dinh province in November, 2020, the People’s Committee of Binh Dinh province issued Plan Ref. 59/KH-UBND dated May 12th, 2021 for organization of the Korean investment promotion conference (hereinafter called “the Conference”) in Binh Dinh province, expectedly in early August, 2021.

Online seminar on US investment opportunities in Binh Dinh

On the morning of May 13th, 2021, the Provincial People's Committee organized an online seminar on the United States investment opportunities in Binh Dinh province with the theme "Vietnam - a developing market and a strategic location for the manufacturing industries" chaired by Mr. Nguyen Tu Cong Hoang, Vice Chairman of the Provincial People's Committee. The seminar was attended by the representatives of Becamex IDC Corporation, Becamex Binh Dinh Joint Stock Company, Becamex IDC in North America and the leaders of the relevant departments and agencies of the province. In the United States, it was attended by Mr. Denny Heck, Lieutenant Governor of Washington state; Mr. Mike Fowler, Senior Trade Consultant and Managing Director at World Trade Center Tacoma; Mr. Milton Hagler, General Director of Fluid Power & Controls Co., Ltd and about 100 US investors.

Signing an agreement on preparation of master plan of Binh Dinh province for period 2021-2020, vision to 2050

On the afternoon of May 7th, the signing ceremony of the provincial planning agreement for the period of 2021-2030, vision to 2050 between Binh Dinh Provincial People's Committee, FPT Corporation and McKinsey & Company Vietnam Company Limited took place at the headquarters of the Provincial People's Committee. Mr. Nguyen Phi Long - Chairman of the Provincial People's Committee, Mr. Marco Breu - Managing Partner of McKinsey & Company Vietnam Co. Ltd and Mr. Nguyen Van Khoa - General Director of FPT Corporation signed the agreement. On the morning of April 29th, Mr. Lam Hai Giang, Vice Chairman of Provincial People's Committee received Ms. Julianne Cowley - Australian Consul General in Ho Chi Minh City at the headquarters of the Provincial People's Committee. Laotian students awarded degrees by Quy Nhon College of Engineering and Technology

On the afternoon of April 27th, 2021, Quy Nhon College of Engineering and Technology organized the graduation ceremony for the Laotian students of the course 13. The ceremony was attended by the representatives of the Department of Foreign Affairs, Provincial Public Security, Union of Friendship Organizations and Provincial Vietnam - Laos Friendship Association. Ms. Vo Thi Tuyet Nhung, Vice Rector and Mr. Pham Van Tuong , Vice Rector of the college attended the event and awarded the degrees to the students.

On the morning of April 20th, 2021, Mr. Nguyen Phi Long, Chairman of the Provincial People's Committee had a meeting with the delegation of embassy press attaches and permament foreign correspondents in Vietnam led by Ms. Pham Thu Hang, Deputy Director of the Press and Information Department, Ministry of Foreign Affairs. Celebration held on occasion of Lao Bunpimay Festival

On the afternoon of April 14th, 2021, the Representative Board of the Laotian students at Quy Nhon University held a celebration on the occasion of the Bunpimay Traditional New Year of the Lao People's Democratic Republic. The celebration was attended by the representatives of the Department of Foreign Affairs, Union of Friendship Organizations, Vietnam - Laos Friendship Association, departments and agencies of the province; the leaders and lecturers of the university and its faculties, departments and centers and a large number of Laotian students at the university.

On the morning of March 25th, 2021, at the headquarters of the Provincial People’s Committee, Mr. Lam Hai Giang, Vice Chairman of the Provincial People’s Committee chaired the online meeting with Izumisano City, Japan.
